A team featuring Laing O'Rourke has been selected to bid for Australia's largest regional road project.

NSW Roads and Maritime Services (RMS) has announced three consortia have been shortlisted to tender for a programme management role on a five year, $5 billion upgrade of the Pacific Highway.

In a statement, Deputy Prime Minister Warren Truss said the package – to manage the upgrade of 155 kilometres of highway between Woolgoolga and Ballina on the NSW north coast – had attracted global interest.

“Seven consortia submitted an expression of interest in September and October, and we have carefully selected the three strongest applicants”, Mr Truss said.

Pacific Complete, which comprises Laing O’Rourke, CH2M Hill and Parsons Brinkerhoff will now contest a competitive dialogue and bid process over coming months.

NSW and Australian governments have selected an ‘industry partner contract model’ which is based on the model used to deliver and integrate the infrastructure for the London Olympics.

For the 2012 London Olympic and Paralympic Games, Laing O'Rourke – also in consortium with CH2M Hill – was tasked with one of the most complex feats of programme management ever undertaken. NSW Roads Minister Duncan Gay said the industry partner contract model will harness the best ideas and solutions from the private sector and draw on knowledge from within government.

“Under this new model, a major provider with design, building and management expertise will be engaged to oversee the project in collaboration with Roads and Maritime’s Pacific Highway office, managing multiple contracts for professional services, supply, and building of the highway.

“The delivery partner model will offer better value for money and drive project efficiencies,” said Mr Gay.
